I have a 99 vette that ran out of gas. The battery ran down also. I charged the battery and turn the key to on and the fuel pump relay starts chattering, (I switched the relay with another one and it had no effect) the right front running light begins blinking rapidly, a rapid clicking is heard under passenger side dash, and finally an intermittant buzzing is coming from the engine compartment. The engine turns over normally but will not start. At first it would start briefly then die this happened several times. Now the engine turns over but will not start. So, is there anything I need to do to the fuel system to get it started? Any suggestion will be much appreciated since the weather is great and I am getting anxious to drive. Thanks

when the battery gets discharged... it cannot be quick charged in just a few minutes.. it takes at least an hour at 10 amps on a battery charger... at least until the amp meter on the charger starts to drop..
quick charging the battery with another car .. or with the engine running will damage most deeply discharged car batteries.. car batteries are not designed to accept a quick charge from deeply discharged.. it overheats the grids and damages them.....
i would start with taking the cables off and cleaning them.. use just boiling hot water... you might also want to take the bolts out of the battery cable ends... so you can get behind the bolt head and clean in there also... i normally pull the rubber boot over the terminal end... so i can use a stainless steel wire brush to clean the terminal..
there are just so many devices in new cars that can cause problems...
but when trying to start a car.. and you get a cricket noise... click click click click... from anything.. indicates a low voltage situation..
the noise is the relay closing.. but when it closes across the contacts.. the additional load drops the entire system voltage below what is needed to close the relay... so the relay pops back open.. this reduces the load and the relay now has enough current to close again.. but ... the closing of the contact again reduces voltage available... so you get the rat a tat a tat....
this could also be caused by other devices that are switching power... dirty relay contacts.. dirty ignition switch contacts... loose battery cables.. i seem to recall a problem with a terminal block on some late 90s models that was not tight enough. this is where the battery positive cable connects to the battery cable that goes to the starter motor... disconnect the battery.. take that apart and inspect it... there are replacements for the terminal block if its damaged... the cable ends can be wire brushed to remove and burning marks..

Thanks. I have a new battery, when it went low I charged it overnight on 2 amps, it read full charge, I cleaned the posts although minimal corrosion, Still same problem. The engine turns over great, just bunch of noise as I said and will not start. Do I need to bleed the fuel system? Could the fuel pump have gone bad? I'm floundering here.
