11 second vette

How hard is it to get a street 80 vette to run 11 seconds? Do need alot of H/P and torque and if so how much? I've gone to races and seen stock and super/stocks run those kinds of numbers.What is the difference between those cars and a street car? I know chassic setup is needed, but how much? Now there is a 69 vette(Julie Pennington) that runs in the stock appearing class that runs mid to high 11 second.The engine Maybe exstremely modified,but what about the rest of the car?
