I have a 1974 corvette, and the well around the gas tank neck fills up with water when it rains. which allows water to get into the gas. how can I stop this. I know that there is a drain but it does not seem to be working.

compressed air... at a shop ...
i don't know exactly what the drain system is on that car... i mostly see C4's i have found that speedometer cable core works great for cleaning out fuel lines.. so a section could be used to clear the curved drain hose if compressed air does not work...
got a junk yard near by????? find a car with the speedo already pulled... any car older than 1985.. does not have to be a corvette..( newer cars don't have speedo cables..)... take needle nose pliers... so you can get a grip on the end of the speedo cable in the casing.. it comes out the top in 90 percent of cars.. its easy to cut with decent wire cutters..
you might want to really think about using something to polish the end of the filler neck, if it is rusty.... and replace the gas cap or gasket so it seals tight..
dropping in some super magnets ( if you can get them to the bottom of the tank will pull any rust that comes loose to them .. stop them from getting to the filter. fuel pump and carb...
you really need to get all the water out of the tank... before it does damage...
getting one of the hand squeeze pump siphons and pulling all the gas out. if you had a source of compressed air.. some nylon tubing.. some creative thinking... one gas station shop i worked at decades ago.. we used a chunk of 1/2 inch heater hose into the gas tanks... and a shop rag wrapped around the opening with a air nozzle shoved in under the rag.. short bursts of air pressurize the tank just slightly... this pushes the liquid gas out.. as the hose is positioned in and at the bottom of the tank... please .. DON"T DO THIS IN YOUR GARAGE.. near the water heater with the pilot light.. you won't like the results.. its not the sort of flame job that you want...
as i understand. the C3 gas tanks come out from under the car... at some point the gas tanks started being lined with rubber.. i don't know if a lined tank is available for your year.. but if the inside of your tank is damaged.. you might want to think about the UPGRADE... there are places that clean and coat the inside of the gas tanks..
these are only ideas... i am not telling you to do anything..
