Just bought a 71 Vette. Power steering doesn't work. Pump doesn't make any noise. How can I tell if it's the control valve, pump or cylinder?  Thanks,  Rick

i have had that happen on other cars...      seems someone poured in the fluid.. and the foil seal went into the pump.. blocking the inlet..

in a shop one could get out the power steering tester...   a length of pressure hose with a gauge and a metering valve to shut off flow...

got a pair of vice grips.. or channel locks.. you can squeeze off the pressure hose slightly and see if the pump makes any noise..   it could also be the piston behind the pressure nut that is stuck...    you will need probably a 1  fuel filter wrench used to hold the quadra jet filter nuts.. and a 5/8" flair nut wrench..    normally there is not enough room to get in with a straight 1 inch wrench...   i have used a cheep 1 inch combo wrench for years that i cut a slot in the box end to make it a line wrench, i also had to grind it thinner.....    i also have a set of sae size crowfoot line wrenches from harbor freight.. 15 bucks last time i checked..

i think you may also end up needing a power steering pulley puller and installer kit...

i was just thinking back to another friend with a chevy impala..  he hooked up the hoses somewhere on the system backwards... when he started the motor.. the steering wheel started spinning back and forth from lock to lock  ..  he even tried to grab it..  he had to turn off the engine to stop it..       that leads to the ford van.. that got an incorrect steering box installed..  it would steer backwards..
