I have a 76 stingray and the engine heat is all most enough to burn your feet What can i do?

thermal insulation under the carpets...

do you have headers???   is the exhaust system/ cat, overheating do to a lean carb????   are the heat shields missing from the top of the exhaust system????

is the heater control valve stuck open and you are getting hot air from the heater core?????  these cars do have a positive vent system.. where the blower runs at a low speed even with the temp control system off... just to keep fresh air inside and any exhaust fumes outside... positive pressure would be a better description ...

the heater control valve on a 76 is vacuum operated.. and might be bad.. or even be open do to the lack of vacuum...

i don't know if that one is a normally closed or normally open valve..
