After running my 88 Vette for only a few minits it begins to fog up the windows with sweet smelling vapor.(radiator fluid vapor). if i run it for a while the vapor billows out and fills the cabin.

yes.. it could be... but.. i would try to tighten the hose clamps on the heater hoses slightly... i have changed several in the past.. before i learned to check the clamp tightness first...
you might spend some time and find the proper replacement hoses first... along with another heater control valve..
several are molded hoses ... and cannot be replaced with straight sections...
