Well for starters I've got juice at the horn button and I have no juice at the horns.  So I started to check things out and I found out from the previous owner that I have not only a factory anti Theft device but I also have an aftermarket Peripheral Alarm system that is designed to go off if you put your hand anywhere inside of the vehicle.

He explained how to hook it all up and I have but I apparently have a bad horn Relay.  I have checked with my local GM Superstore for old books. I have also been to the Public library to Glean over their Chilton, Haynes, Mitchell, and Motors Manuals. I have also asked the guys in my Rod Club and I have chased so many down I am going blind.  I have read and been told that the relay is;

1) In the Convenience Center

2) Behind the fuse panel

3) Under the hood

4) Under the Passenger side of the dash in a swing down box

5) Under the Drivers side of the dash in a swing down box

6) In the center of the Dash on a brace between the console and the dash

and I still haven't found it or the alarm relay which is the only other thing it could be short of a bad wire to the relays.  

The horns work if you touch them off with a spare wire from the battery to a horn terminal but that just doesn't make the whole system work.
