91 C4 Corvette Third Brake light will not come on

All tests appear good. I get 11.15 or better voltage in the light socket when the brake pedal is pressed. I have several bulbs that test good and will light off of as little as 6 volts. I have held the leads directly on the bulb out of the socket and still have no light. Does anyone have an idea?
