I test drove a 1985 vette that I'm interested in purchasing. When making left and right turns it acted like there was no power steering. The owner said it was because of the wide tires , Is he blowing smoke? Is it really suppose to work like that?

Yeah, he's blowing smoke. there's probably a problem with the power steering pump not supplying enough pressure, or the rack & pinion uit is worn out. both easy fixes though.
