91 idle? Vacuum leak?

what should the idle be on a 91 corvette?Mine is 950rpm at 6degree of base timing....is this correct base timing or can i add more?just did a top end rebuild as the car had a head gasket gone the motor is very vacuum sounding is this correct is this just the sound of a TPI system have heard they are noisy.Could this be injector noise?
