Hello,
Can anyone tell me how to change the parking lights on my 94 C4 to stay on anytime the ignition is turned on like a C5.

You must be referring to the "Day Time Running Lights" to which there is an after market item avaiable from Corvette Guys for $40+ S&H. Corvette Daytime Running Lights - Spice-In (84-96 C4), is what you are looking for.
