First off, your car shouldn't be running at 110-130 degrees. That's why your heat's not working. Optimum operating temp for an LT1 Vette is about 195 degrees.
Sounds like you've got one of two things wrong, either a bad thermostat that's stuck in the open position, or a bad radiator cap that's not letting the cooling system pressurize.
What does the temp gauge on your dash read after you've been driving the car for a normal amount of time?

Thanks so much for the reply I have gone 8 or so hours in the car and the temperture stays about 110 or so. It has never gone to 150 or up.I have had the car 3 years and live in the south so its been ok, but we are having cold weather and heat would be nice. Thanks for all that you do. Bobby

Yeah, that definitely sounds like you've got a thermostat all the way open, or there's not installed at all. The motor's not getting up to proper operating temp. I'll bet you;ve noticed that your fuel economy is not good too. This is also related to the motor not heating up. When the engine's cold the computer richens up the air/fuel ratio to compensate.
Here's an easy test to determine if you've got thermostat trouble. One morning or afternoon when you go to start the car for the first time, start the engine, then get out and squeeze the upper radiator hose. When the engine's cold, the hose should be empty and you should be able to squeeze it cold. If it is full of coolant when the engine is cold, the thermostat is staying wide open, or isn't installed at all.

The hose is full also the fan on the driver side cycles on/off right from starting. I will have to replace the thermostat but is the fan doing right? The passenger side fan did not come on but the car was running only 5 minutes or so. Also a good repair center in the Birmingham area. Thanks again Bobby

Ok, the hose is full when the car is cold, this means either a thermostat stuck wide open, or there's not one installed. Check and change, don't let anyone talk you into running a cooler than stock temp thermostat, you want the factor temp of 195-197.
The passeneger side fan is tied to the A/C system. When you turn the blower fan on, that fan will also come on to help cool the A/C condenser.
The driver's side fan cycling on and off is a little puzzling, but I'd address that one after you replace the thermostat and see what temp the car runs at.

Phill Thanks so much for the information and the help. I have located a gentleman to replace the thermostat and he also works for a Chevy dealer. Hope to get this done over the weekend. Will let you know. Thanks again Bobby
